- Formation of overall objectives
- Clarification and specification of objectives
- Identifying indicators as the type of evidence that will indicate movements towards objectives
- Develop techniques and methods of measuring accomplishments
- Consider and decide on the design of the evaluation
- Decide on what data are necessary to obtain evidences of achievements of objectives
- Select samples and collect data
- Organize and analyze data and interpret results
